CASAS Levels B-E Inaccurate Scoring Update

CASAS responded to concerns from the field regarding the number of testers that scored in the low invalid range on tests, resulting in a high number of learners needing to retest.

THE CONCERN:

Testing staff noted the high number of learners that had to retest because their scores fell into the low end of test scores, yet were very close to a valid scaled score. They were concerned about the high number of learners that had to retest using a lower level test in order to get a valid score.

CASAS RESPONDS:

CASAS did a data study and discovered that 75% of the low invalid scores fell into the top 3 invalid raw scores. This was noted in all series (STEPS and GOALS 2) and all levels of tests Levels B, C, D, and E.

THE FINAL RESULT

CASAS consulted with OCTAE, sharing their results, and received permission to create a new category of scoring called “Lower-End Estimate scores” for those specific results. Those scores were given a scaled score that equaled the lowest valid score in the level, marked with an open diamond. The Next Assigned Test for these tests noted two alternatives: (1) Retest Now with a lower level test, or (2) Report the “lower-end estimate” score, place the student in class, and after at least 40 hours of instruction, administer the opposite form of the same level test as a posttest.

MORE INFORMATION ABOUT LOWER-END ESTIMATE SCORES:

• They ARE valid on STEPS Reading, STEPS Listening, GOALS 2 Reading, and GOALS 2 Math, levels B, C, D, and E.
• They ARE NRS-reportable scale scores.
• They ARE effective July 1, 2026 and beyond.
• They ARE calculated automatically in CASAS eTests.
• They ARE NOT These scores can only be used with tests taken July 1, 2026 and beyond.
• They DO NOT require retesting.

UPLOADING TO SiD?

Some data managers have noticed that there was a problem uploading the “lower-end estimate” scores from TOPSpro to SiD. Linda Keller recommends that you go into your data and remove the open-ended diamond symbols where you see them. Then resave the doc. She hasn’t had any issues after following this method.

THESE SCORES AREN’T IN MY TAM – WHAT SHOULD I DO?

If your program purchased their Test Administration Manuals (TAMs) prior to July 1, 2026, you can email [email protected] to request a PDF of the updated scoring tables for your manual. All manuals purchased after July 1, 2026 should have the “Lower-End Estimate” scores in them.
